Introduction

The Hong Kong Amateur Athletic Association, having a history of over 50 years, will continue to develop and promote athletics to the local community at large. The success of its development and promotional work can obviously be reflected by the popularity of the HKAAA¡¦s programs and the good responses received from participants. Due to the continuous involvement of commercial sponsors working hand in hand with the Association for years, many sponsored activities not only have attracted more athletic enthusiasts to participate, but also bring in more funds to the Association. To make a good use of this resource and to further strengthen the development work in Athletics, the Association has decided to assign One Million Hong Kong Dollars, being a one-off Development Fund to support affiliated clubs of their development projects. The Association hopes this would encourage club members to come up with more innovative ideas for the development of Athletics in Hong Kong for our future.

 

Eligibility

All HKAAA¡¦s affiliated clubs are eligible to apply as long as the Development Projects fulfill the Assessment Criteria.

Funding Level

The level of support for each application depends on the nature and the scale of the Project. For those large scale or territory-based projects, the subsidy may reach up to HK$100,000 each; whereas those of smaller scale or district-based projects, the subsidy may reach up to HK$50,000 each. The amount of subsidy for each application will be determined by a Vetting Panel, formed by non-Executive and Executive members, according to the assessment criteria. There may be some exceptional cases that the amount of subsidy may exceed HK$100,000, if the panel considers the Project is innovative and valuable.

 

Please note that training grant, prize money award or any other incentive award will NOT be subsidized under this Development Fund Scheme. Subsidies will only be given if the Development Project cannot be fully supported by other organizations by timely applications.

 

Priority will always be given to new applicants or the applicants who show proven success on their previous projects.

Assessment Criteria

Development Project applying for subsidy will be assessed on the following areas:

 

a)       In line with the objectives of the Association, that is

i)                     Promote the sport of athletics in Hong Kong, including track & field, road races, cross country and race walking.

ii)                   Establish and provide a development spectrum for athletes from  grass root leading to elite level.

iii)                  Select athletes in the sport to represent Hong Kong in Olympic Games, Asian Games and World, Asian and Regional Championships, as well as overseas international competitions.

iv)                  Establish and provide systematic training to a national squad of athletes, at both junior and senior levels.

v)                    Establish systematic structure and trainings for coaches, judges and officials.

vi)                  Organise domestic and international competitions

vii)                 Support and coordinate athletic activities among member clubs.

b)       Meet current market needs and follow worldwide development trend in

Athletics;

c)       Enhance the standards or popularity of the sport, or improve the efficiency

of organization in Athletics;

d)       Innovative;

e)       Reach of the programme, that is, number of participants;

f)         Can be launched within the coming 12 months once the application is approved.

 

Conditions of Grant

a)           The HKAAA should be informed within 12 hours of any accident happened in the project.

b)           Insurance should be taken by the clubs to cover any claim demand and legal liability in staging the project.

c)           Acknowledgement of the HKAAA¡¦s financial assistance should be made on all publicity materials including publicity banners, posters, leaflets, etc. Use of HKAAA¡¦s logo and names on every printing will need to get the approval and checking by the HKAAA prior to its production.

d)           HKAAA reserves the right to use the project materials for promotional purposes of Athletics.

  

Application Procedure & Period

An application must be endorsed by the Chairman of the respective affiliated club and sent together with the detailed proposal of the Development Project including the following list of information to the Executive Director of HKAAA:

a)         Objectives

b)         Duration of the project

c)         Target groups

d)         Coordinator(s)

e)         Programme descriptions

f)      Volunteers involved

g)         Promotions

h)         Assessment method

i) Implementation schedule

j) Estimated budget (income and expenditure)

 

Submission Deadlines will be 31 March or 30 September of each year. Vetting will subsequently take place in April and October by a Vetting Panel and an announcement of successful applications will be made in May and November after the endorsement made by the Executive Committee.

 

 

Reimbursement

Application for reimbursement should be submitted to the HKAAA within 1 month after the completion of the project with the following items. Failure to meet this requirement will lead to the forfeiture of the approved subsidy.

a)       The original or certified copy of receipts and the statement of account which should be affixed with the official seal and certified by the Chairman / Secretary of the Club.

b)       An Evaluation Report together with a set of related publicity materials, photographs, official programs, etc. This report should include at least the following information:

i)                     Project Name, Date & Venue

ii)                   Participation

iii)                  Organisation

iv)                  Promotion and Publicity Coverage

v)                   Assessment Record

vi)                  Recommendation & Suggestions

Remarks

1)             The HKAAA reserves the right to review the criteria for Development Fund.

2)             Scheme from time to time. Notice will be given to the clubs accordingly.
